Well this is shocking, it is fraud and corruption BUT, the
only reason we now know about this is because of openness towards the public
sector. The Freedom of Information Act 2000 has only been law since January
2005, but is being made obsolete already by the movement of money, power and
responsibility FROM public sector TO the 3rd (often referred to as the
community, charity, non-profit (my arse!) or voluntary) sector. This move is
rationalised by the need for "THE CUTS!" However, once every area of
the public sector has been sold off or given to the 3RD Sector - HOW WILL WE
KNOW? IN THE FUTURE? About such fraud?
And anyway, how is it cheaper to run 3rd
sector organisations through tax exemption and hefty grants, as opposed to
moderate and regulated direct funding from the public purse? The answer is - it
isn't, but more shenanigans can be covered up and got away with in the 3rd
(unregulated) sector! Fingers in pies, unelected - just appointed by their
buddies onto the boards in the 3rd sector organisations to wield power, etc.
And now the corporations are getting in on the charity/tax free band wagon.
