Not just in Somerset! All around the UK, the EU have insisted that sea walls, sea defences, river dredging and even just removing old tree branches and debris, etc. from our rivers, be stopped - for YEARS, 20-odd YEARS! 
The Environment Agency are responsible for this, they are clearly RUBBISH! They took over from the National River Authority http://en.wikipedia.org/wiki/National_Rivers_Authority who did a proper job on a fraction of the money this EA shambles now gobbles up! This deliberate flooding and eroding of beaches, cliffs, etc. is supposed to help wildlife but any wildlife projects in the Somerset Levels will be ruined - they have been under water for over a month, any precious rare birds/animals with have fled or be dead - likewise any rare plants will be dead, too! 

And the money to repair all this CHAOS AND MESS will be colossal compared to the cost of keeping these projects and utilities in place and in good repair! CRIMINAL NEGLIGENCE!

And the new 3rd sector firms that have taken over cleansing services - keeping the streets clean, are not chased-up regarding drain clearing. The council workers of the past were thorough over this but the new firms are simply bone idle!  

Practically all of the flooding in Sheffield, South Yorkshire, in the past 20 years has simply been down to the annual build-up of autumn leaves not being cleared from the city's drains!  A simple cheap job, but the failure to be able to do this essential service efficiently has cost millions in cash and disruption!
